As a beginner, Photoshop has hundreds of options and tools and it can be overwhelming. Take a common action like removing someone from a picture. There are at least 10 ways you can do this in Photoshop –the lasso tool, the pen tool, channels, select color range, focus range, quick selection tool, magic wand, brush tool with a mask, eraser tool, and probably more.
To create a new layer, you can click on the new layer icon, use a shortcut, use the top menu, use the layer palette menu, drag an existing layer while holding the option, or create a new layer from an existing layer, a selection, or a channel.
Photoshop has been developed over decades to facilitate every possible photo composition, retouching, painting, and graphic design project. Due to the large tool set it provides, there are always different ways to accomplish the same task.
